When these brakes are right there is practically no movement on the brake pedal. You just apply pressure. Each wheel has 2 adjusters. They both are right hand threads so turn in opposite directions. It,s hard to understand which way to turn the starwheels unless you see a wheel cylinder. Adjust each adjustment till you get a heavy drag. Then back it up 2-4 notches. If you still have a low pedal you may still have air in the system. Make shure the pedal has a little free play before it starts pushing the master cyl. piston.
