Without seeing a picture of what you're dealing with I can't say that this is for sure an option but I'll put it out there anyway. Could you not find a set of current bearings with an ID to fit the spindle and an OD slightly larger than what the hub will accept and get the hubs machined to accept the new bearings?. Same with the seal. Just a thought.
