Bill, from the pics it looks like your set-up is the same as the one on my 53 COE. If so, the throttle cable attaches to a little tab that is on the throttle rod that goes down to the carb. You will have to adjust it so it does not pull up on the rod when the throttle cable is pushed all the way in. It atttaches with just a simple clamp like a Brigg & Stratton throttle. That way, when you pull the cable, it pulls the throttle rod up. I can send pics if you need some to your email.
