NO!!!! The "throttle" butterfly does not close as it is rotated in the CCW direction! If you rotate the arm that you have drawn in the CW direction the idle stop screw stops against the fast idle link. If the arm is rotated CCW the idle scerw comes off of the link and the throttle butterfly opens, feeding more air and fuel to the engine.

Not sure just where your having a problem seeing this?
