In my 1949 Advance-Design Truck Price Information there is no listing as an option an under bed spare carrier. This leads me to believe it was standard equipment.
As to the other options and prices a chrome grille was $10 with a .40 delivery and handling charge. A combination fuel and vacuum pump was $8.00 with .30 H&D. It also states that the dual stop light option was a requirement for the State of Washington.
