I have been installing a filter before the fuel pump since I bought my first bolt in 1965, a 1946 1/2 flatbed that had sediment in the tank which caused the fuel pump to be taken apart and the pump cleaned of debri before continuing on my way, 38 years or driving one bolt or another and have never had a problem of fuel pump not sucking. Fuel tanks that have not been cleaned or replaced all have some degree of sediment from years of use or abuse, better safe than setting beside the road.
