Its best to put the filter on the outlet side of the pump, mounted vertically before you get up to the valve cover crossover. That way if the filter springs a leak the hot gas doesn't drip onto the manifold, it just hits the lower block which is much cooler.

Mechanical pumps don't suck very well so only put a screen filter at most in between it and the tank.
