Hy Waggy-58apache, I don't understand why you have to prove when the truck was made to ICBC, don't you have a title, and or a bill of sale, just register it the way it was registered in it's previous jurisdiction. I went through this identity thing with them on my American made 57 Chevrolet 1 ton pickup, my registration kept coming saying 1900 Chevrolet so I would ask the agent to correct it to say 1957, when the new documents arrived it said 1900 again. I asked the agent to inquire why it kept coming "1900", he got on the phone, he was told that because it had an American serial number they could not decipher it, I pointed out that Chevrolet did not maufacture vehicles in 1900, he was told that was just a "default" number that they used to identify vehicles whoose serial number could not be verified. I told them that I could decifer the serial number for them, But they said they would only accept such information from the vehicle manufacturer on their letterhead, hope that helps explain what your dealing with.
