It's the bracket for the throttle. Connects to the throttle cable on one end and the carb on the other. All one piece. It sits flat on the base of the intake, has holes for the carb studs and a big hole in the middle. Basically a throttle bracket that is held down by the carb. I shouldn't say it's square, but flat and follows the shape of the carb and spacer.
