Maybe work the throttle and look down the carb to see if the accelerator pump is squirting gas. Can you take the top off the carb to see if there's gas in the bowl after it sits? There's also a check valve (or maybe two) in the fuel pump to prevent the backwards flow of fuel. Maybe it needs a fuel pump.
