It does have the insulator plate in place, looks like it may be the fuel pump then. I checked the accelerator pump and it is squirting gas fine after it I get it running and shut it off. I try the fuel pump, there not to expensive. Thanks everyboby. Sure helps to get advice from people who have been there before. I'm a rookie at this but it is sure fun and I'm learning a lot.
