What holds the damper in place? Friction, and our best hopes, (and some here might say, our prayers), I think.
If you search the forum for "harmonic balance", "crank pulley", "crankshaft pulley", and "damper", you will should find discussions on this topic. Some people have described adding a bolt to hold the harmonic balance on - I have never seen this nor done this.
