I had to get the Import Licence because I was having the parts shipped to me by truck. It would have been a nightmare for the trucker bringing the parts across the border, and I wanted to make it easy for him as he was doing me a favor.
If I was picking them up myself, I would not have needed it as I could have explained it to the Customs people at the border. From what I understood over the phone, this licence does not expire. I can now use it to import whatever I wish.
There was no cost to get the licence, and I did it entirely over the phone. It took approximately 10 minutes. I can't find the link that I used. I searched Google for "Canada Customs" and followed one of the links. it was really easy (unusual for our Federal Government!).
