My opinion has always been that online communications are like spoken communications.
listen carefully to what you actually say and you will find you often use shortcuts in your spoken language. message boards and IM work much more like this, because the conversation happens in real time. getting the message across quickly is important in online communications, where in a letter it can mulled over until it is correct.
that does not excuse bad punctuation and no capitalization though...
