Here is BC Canada, I am certain that when you register a "kit car" or "replica", you are allowed to register it as the year of vehicle it represents. I do have one freind with a fiberglass 34 ford that is insured as a 34 Ford, he was very clear with our government owned insurer that the vehicle was completely scratch built from new parts, no parts of an original car are included.
