Looks like a 6 volt starter (has a black label, 12 volts have red labels) equipped with a 12 volt switch (has the stud on the side to bypass the ballast resistor while the starter is engaged). I don't know of a spec for end play, but maybe someone left out one or both 7.2820 washers shown in the attachment.
