Probably not the reason your carb leaks.

If your gas cap is like this one, fold those two metal wings open with a screw driver or pliers.

The entire valve assembly with a spring will come out. Just remove the inner rubber valve and spring and then reassemble it.

The cap should vent but these new caps are all plastic junk and don't work.
