If you are concerned about strength of self-drill/tap screws, consider making a nut plate with tapped holes to match the spacing required for the D-ring mounting plate. Slide the nut plate down into the stake hole and use machine screws to attach the D-ring securely. That should be plenty strong pulling from any direction.
