There are also holes going horizontally thru the stake pockets. I think they're there to secure the wood stakes in the pockets. No reason why you couldn't put some eyebolts thru there. The only downside of that would be that your tiedown ropes would have to go over the sides of the bed and not be very effective unless you had a real full load.
