I think it was intended to maintain higher RPM during warm up but as others have stated there are other uses. Hillbilly cruise control is a perfect example. I have also use mine when in a tight spot on a hill where you need to hold the break to keep from rolling but need a foot for the gas and a foot to work the clutch pedal. You set the higher RPMs and can them use your feet for the brake and clutch until you get moving.
