I also think it is a stock switch and cancel mechanism.
55.2 and 56 had a handle that was 90 degrees to the steering column that went along with the flat steering wheel. In '57 they changed to a dished steering wheel and angled the part that the handle screwed into to match.
Likely that the wedge that holds the cup in place on the column is missing and someone put the radiator clamp there to keep the cup from sliding down the column.
Definitely a later model steering wheel.
