I am in Missouri, I reset my odometer when I rebuilt it, took the truck to Highway patrol for inspection to get new title. They nor the DMV had anything to say abut mileage. DMV simply wrote down what I told them, zero. My guess is, being it's from the '30, no one expects the mileage to be correct, or really cares if it is.
Cleaning and rebuilding an odometer is nothing more than removing clips and a few screws to make a pile of parts. Add a new decal set, reassemble in the order of which it came apart, and go about your business. Use light oil on the speedometer, and minimum oil on rotating parts.
It's up to you on how you handle selling the thing. Take pictures, print them out, before and during the rebuild. File them away with the title.
