The little "doohickie" on the bed rail above the tailgate is a very trick truck accessory made by a company called Bull-Ring Retractable. that was very common about 25 years ago. It fits in the bed rail pocket, telescopes up for use to secure a tie-down in/on the bed. I Googled Bull-Ring, the retractable tie-downs are still available.
I bought a bunch of them for my work trucks, put a couple sets (4 ea) away for future projects. Wm
