I can't say for a 1940. I just replaced my '49 truck steering wheel with a 1952 Chevrolet car steering wheel and it works great. Pay particular attention as to the plastic hub of the '53 wheel, it pries off gently. Note the screws holding the horn ring and the contact pieces underneath, they have to be assembled in order so take picture notes. Disconnect battery or you might get intermittent horn sounds.
