I'd get ahold of the state office for your Department of Motor Vehicles (or whatever they call it in FL) directly. Odds are lost or missing title is too much digging & PITA for the average branch office so they make it harder for you than it is so you'll go away.
The main office should at the very least be able to get you going in the right direction as far as forms, inspections, & all that fun poo. But even so, I'd bet that it'll take a few weeks to process as well, so hope there's no rush.
