Automatic chokes are smarter than all drivers (and most mechanics). The flap at the top of the air horn will close as the plastic cover is turned IF THE THROTTLE IS HELD OPEN SLIGHTLY AS YOU TURN THE HOUSING. It will not move anything if the linkage is being held by the curb idle screw. Always do the initial adjustment to close the flap with the throttle held open a little bit. Once that setting is done, then you can proceed with the fast idle adjustments and other settings.
