The wire to the electric choke should be connected to the ignition switch circuit so that it comes on when the key is turned on.

My '76 F-150 has an electric choke. Before starting, I turn the key to "On" for a few seconds to allow the choke to move into the proper position, then I start the engine.

You can turn the key to ON and watch the choke valve move into the correct position for cold starting.
