If it has been sitting for a long time, grime and grunge may be causing them to stick and operate erratically (if at all).
Do you mean the movement of the distributor itself? It moves freely, easy to twist by hand so as long as the vacuum diaphragm is intact it should be working I think... Or is there another advance mechanism?
