I believe he said the long quarter the 1/4 was measured at the inside, while the short quarter the 1/4 was measured at the outside. Depending on the width of the track the actual center of the track distance would be longer for the long quarter because it would the 1/4 plus the addition required to get to the center whereas the short 1/4 would be less reduced by the amount required to get to the center.
