No, milk can lifters were not brought back into service. They were also generally made of chilled iron which is not compatible with the later cast cams. Sealed power purportedly changed the material maybe in the 90s to be comparable with both steel and cast cams. But don’t mess with this kind of mixing and matching. If the block is later then 56, use the 56-62 261 solid lifters, not the milk cans. Use the longer push rods. Fresh cam, or fresh regrind, and new gears.
The drilled bolt, that was used in conjunction with a plug for the deck of the block, when you were using a fitted replacement block 59 and up, on a 55-58 vehicle, and reusing the early 55-58 head and rockers. If you are not doing that, you don’t need the drilled bolt and plug.
I am wondering if what you have is a later replacement fitted block, and all the stuff from a 54 motor swapped in?
