The number stamped on the engine is not a factory number, it could be from an engine rebuilding company for warranty tracking. I doubt it was put there by a State...if they issued a "new" vin for some reason it would have bee affixed to the body, not the engine.
Engine casting number found down low at the front of the block on the passenger side will be your best bet for identifying what you have.
