Grady, I was still typing, go back and read. Can you figure out which fuse is missing?...or two wires on one fuse?

Headlight drop: Disconnect the battery negative cable. Take switch loose and see if it has enough wire length to hang and you can get at it. May have to unscramble wires under there. Once all terminals on H/L switch are safe from touching metal dash, attach battery cable and test switch.

It's good to have the H/L switch dropped and still wired so as to transfer wires to new switch one at a time. (with battery cable disconnected)
