If the switch knob to dim the instrument lights just goes round and round, the switch is toast. The rheostat is supposed to rotate maybe 300 degrees between stops, so the contact is probably broken, meaning there's NO voltage going out to the instrument lights.
I think you're on the right track replacing the switch.
