If you are going to do something drastic like deck the block and shave the heads to increase compression for some sort of high performance (on a 250?) application then I would say yes. If you are just going to rebuild it and put it back in the sawmill I doubt that boring the engine with or without torque plates installed would make much difference one way or the other. Just my .02...
