Arc-grinding brake linings is a pretty much obsolete practice, since virtually all the shoe grinders were scrapped years ago when the asbestos scare got into overdrive. There's a quick way to match brakes to individual drums, however- - - - -glue a piece of coarse sandpaper into the drum, and scuff the shoes inside the drum until the shoe and the drum match. If you use water-soluble glue on the sandpaper, a quick splash of boiling water removes it easily. Relining a wheel cylinder is only needed if the cylinder is pitted too badly to hone it smooth where the rubber cups ride. Even if you choose to replace Huck brake cylinders, don't discard the old ones. They're scarce enough that someone will probably want them even if they need to be relined.
