Given that the entire front clip is supported by only one tiny point under the radiator suppost in the center of the front frame crossmember, I would say that you need those brackets.
BTW lots of folks call those "horse collars". Without them, you will be putting undue stress on sheet metal to keep everything where it belongs for the long term.
