The pedal is stiff. Usually grabs after and a 2" push on the pedal. But as you said intermittently, it will be soft. If I leave my foot on the pedal, the truck comes to a slow stop, but if I let the pedal go and his it again, it is back to a stiff pedal and stops on a dime.
