kclark, my master cylinder did not/does not have a check valve, as far as I know it's the original style m.c. I rebuilt the master and all six wheel cylinders, all new rubber and steel lines, bypassed the hydrovac for now. Might I suggest you bypass your hydrovac and see if you get good peddle?
