Are you heating the intake manifold? An unheated manifold (of even a warmed-up engine) gets cold from the vaporization of the gas. The cold manifold can cause the gas to condense and this can result in hesitation.

The hesitation of my 261 with Offy intake and Fenton headers completely disappeared after I hooked up water flow (from below the thermostat housing).
Stovebold - nice looking engine. I also used tubes and ferrules with brass fittings.
Mine do not look as nice as yours. I used fittings for right angles rather than bending the tubes (brake line tubes, I think). Also, the oil bath cleaners are a nice touch.
