The 283 block has the standard 3 taped mounting holes. I think the bell housing (GM 15530202) starter opening is narrower than the earlier models (dont know that for sure). I did notice the starter nose cone is larger on a 283 than some of the later models. Is there a size difference in size of flywheel 153 tooth and the 168 ? I think in 1987 chevy used the 153 tooth flywheel for their trucks. If that is the case then that might be my problem. what about using one of those mini starters summit sells?
