You said you were going to exchange a bunch of parts, which is ok I guess. Many of us here would rather nail it down to one component, but that's just us.
I would suggest you install a ballast resistor if you can't find it. Also, I have had a condensor fail for heat reasons. After it cooled off it 'healed' itself as they are constructed of a wax paper like material. But you stated it was a wholesale change so it's a mute point.
