Yes, use the starter. The crankshaft bearings are already well-oiled by the 60+ PSI the pump is developing. I would totally ignore the lack of oil to the upper end, and pull the intake and lifters to coat the lifter bottoms with General Motors EOS or some other ZDDP oil additive. Most of these procedures for getting oil flowing around the cam and lifters and rocker arms make no sense whatsoever when examined in the cold light of logic- - - - -they're just a bunch of feel-good claptrap.
