Lookin good; take some more pictures of your stump if you can.
I'd recommend forming the patch before you weld it in place.
Robert / MP&C has a great writeup with some procedure and pictures. (I am assuming you are asking the procedural questions about "how" to weld it in - otherwise MIG,TiG,and Oxygen / acetylene welding will all work).
