Try some 1/16" or 1/8" strip stock and weld 2 fingers to the bracket to pick up the upper holes. If you want to get fancy add a triangular brace down to the mounting holes.
Or just cut backing plate the size of the plate out of rigid sheet goods - steel, aluminum, lexan, whatever. Thickness depends on strength of the material.
