I'd buy a new oil pan for that situation.
As for the cap wandering around, I'd take the engine to whoever put it together & have them disassemble/assemble it again. If I had done it, I'd diss/assemble it again. Too much at risk for me to even wonder what else is in there.
There should not be a "bead" with Permatex- more like a finger swipe. (Edit- location dependent)
