The prep is probably most important. Without the proper preparation it's like MARTINSR says, you are just covering up the rust. Like I stated in my previous post, POR 15 will bond to the rust but the rust does not bond sufficiently to the metal. If all you do is spray on a metal conditioner and call it good, you will have rust return soon.
