Acid etch...... NO not only is it not water proof it is Epoxies Enemy.
80grit sand paper Yes.
Then remember to properly clean the metal with a wax and grease remover (not laquer cleaner) and let that dry 30min.
If you haven't done some thorough research on proper painting procedures I suggest you look into it.
