Just to back it up a little bit. If a wire polishes the steel and prevents adhesion, after a scuff with 80 grit would an acid etch primer restore the ability to hold paint? I know that etch primer isn't waterproof, so is it advisable to use underneath an epoxy "topcoat" of primer?
