It is completely normal for gas to leak out around the shaft when the throttle if opened with the engine off. Without manifold vacuum the accelerator pump squirts down on the shaft and then the gas easily leaks out the shaft ends.
If there is leaking with the engine running the float valve may not be shutting off completely, or the float is set to high. Most likely float valve though.
