I have seen powder-coated wheels that have not faded (perhaps you have to specify exterior UV stable powders)?
One set that I have was done several years ago by

I have six 20" 3-piece wheels out for powder-coating by a local firm (who powder-coats for all sorts of exterior surfaces/uses, including colorful exterior art-work/sculptures).
